Children's Book Safety Standards for International Markets

Children's books sold in the United States, the European Union, and most other developed markets must meet specific product-safety standards covering materials, inks, construction, and small parts. This guide explains the main frameworks, what they mean for your print specifications, and the documentation you should request from your printer.
When you print a children's book, you are not just buying ink on paper β you are placing a regulated product on the market. Whether the book is a sturdy board book for toddlers or a picture book with a plush toy attached, safety rules shape everything from ink chemistry to corner shape. Getting this right at the specification stage is far cheaper than failing a lab test or facing a recall after shipment.
The Major Safety Frameworks
United States: CPSIA and ASTM F963
The Consumer Product Safety Improvement Act (CPSIA) of 2008 governs children's products in the US. For books, its most relevant provisions are strict limits on lead content (currently 100 ppm in accessible substrates) and on certain phthalates (0.1% each for the regulated substances) in children's toys and child care articles. Ordinary children's books printed with conventional inks on paper were later exempted from mandatory third-party testing, but the underlying lead limits still apply β and any book with non-paper components (plastic pieces, sound modules, plush elements, toy attachments) falls back under full testing requirements.
ASTM F963, the US toy safety standard, is mandatory for toys under CPSIA and is frequently applied to book-plus-toy products. If your "book" includes substantial play value beyond the pages, your US importer or retailer will likely ask for ASTM F963 compliance.
European Union: EN 71
In the EU, toy-like products are regulated under the Toy Safety Directive and the EN 71 series of standards. The parts that matter most for books are:
- EN 71-1 β mechanical and physical properties (sharp points, small parts, cord lengths).
- EN 71-3 β migration of certain elements, i.e. how much of heavy metals such as lead, cadmium, chromium, and mercury can leach out of materials a child might mouth.
Compliant products carry the CE mark. Board books aimed at very young children are commonly tested to EN 71 because toddlers treat them as toys β they chew, throw, and bend them.
Inks and Materials
Print buyers routinely specify soy-based or vegetable-based inks for children's books. These inks are a practical choice: they are widely used in offset printing, deliver strong color, and align with low-VOC, environmentally conscious production. However, "soy-based" is not itself a safety certification. What regulators test is the finished material β heavy-metal content and migration in inks, coatings, laminates, and substrates. At our factory we regularly produce children's titles with soy-based inks and can supply material declarations, but compliance is demonstrated by the lab report, not by the ink marketing label. The same applies to paper, board, adhesives, and varnishes used in lamination and binding.
Physical Construction
Rounded Corners
For board books, rounded (die-cut) corners are the industry norm. Sharp 90-degree corners on 1.5β2.5 mm greyboard can scratch or poke a small child, and rounded corners address the sharp-points/sharp-edges provisions in both ASTM F963 and EN 71-1. We recommend specifying corner radius and die-cutting on every board book intended for children under three.
Choking Hazards and Attached Parts
Small parts are the area where children's books most often run into trouble. In the US, 16 CFR Part 1501 bans small parts (anything that fits into a standardized small-parts test cylinder) in products intended for children under three years, and requires choking-hazard warning labels on products for ages three to six that contain small parts. In practical terms:
- Buttons, beads, and snap-on pieces on a book for a child under three will likely fail.
- Plush or fabric attachments must withstand pull and torque tests β a securely sewn element can pass where a glued one will not.
- Magnets deserve special caution: small high-powered magnets that can detach are treated as a severe ingestion hazard in both the US and EU, and many buyers simply prohibit them in young children's products.
If your design includes interactive elements, raise the question before finalizing artwork β redesigning a page is easy, re-engineering a bound book is not.
Age Grading
Age grading drives which rules apply. A product marketed "for ages 0β3" is held to the strictest small-parts and material standards; the same physical product labeled "ages 3+" may need only a warning label. Age grading must be honest and consistent across the cover, packaging, and marketing β regulators assess intended age based on how the product is presented, not just the label. If you are unsure, grading down (treating the book as intended for the youngest plausible user) is the conservative approach.
Testing and Certification
Third-Party Laboratory Testing
Compliance is proven through testing by an accredited third-party laboratory (typically ISO/IEC 17025 accredited; for the US, the lab must be CPSC-accepted for the relevant tests). International labs such as SGS, Intertek, TΓV, and Bureau Veritas operate in Guangzhou and throughout China, so samples can be tested close to the production line. Testing costs and turnaround vary with the number of materials and standards involved β budget this into your schedule, especially for first runs of a new title.
Children's Product Certificate (US)
For the US market, a regulated children's product requires a Children's Product Certificate (CPC) β a document issued by the importer or US manufacturer based on passing third-party test results, citing the applicable rules. CPSIA also requires a tracking label on children's products and packaging where practicable, identifying the production run (manufacturer, location, date, and batch information). Non-children's products instead use a General Certificate of Conformity (GCC) where applicable.
Documentation Exporters Should Supply
When sourcing from a Chinese printer, ask for β and keep on file β the following:
- Third-party test reports covering the specific materials and components used (paper, board, inks, coatings, adhesives, attachments).
- Material declarations from the printer for inks and substrates.
- Tracking label information (factory, location, production date, batch) for CPSIA compliance.
- Component specifications for any non-paper elements (plush, plastic, magnets, sound modules), with their own test data where required.
- A signed conformity statement you can use as the basis for your CPC or EU Declaration of Conformity.
A printer experienced in export children's books will treat this paperwork as routine. If a supplier is vague about testing, that is a warning sign.
Final Advice: Verify Your Market's Current Rules
Safety regulations evolve β lead limits have tightened over the years, phthalate lists have expanded, and EN 71 parts are periodically revised. Before placing an order, confirm the current requirements for your specific destination market with your lab, your importer, or the relevant regulator (the CPSC in the US, national market-surveillance authorities in the EU). Markets in Africa, the Middle East, and Southeast Asia often reference US or EU standards, but local rules differ and should be checked individually.
